Support for the New 12 Hour Format

The new addition ENVIRONMENT TIME FORMAT to the WRITE TO and WRITE statements supports the new 12 hour format.

The predefined time formats of the WRITE TO and WRITE statements cannot be influenced automatically due to downward compatibility.
